As a component department of the State Council, the Ministry of Land and Resources (MLR) is responsible for the survey, evaluation, planning, management, protection and rational utilization of land, mineral, marine and other natural resources. In recent years, MLR has taken an active part in macro-control by implementing earnestly the measures adopted by the Central Government to strengthen land use control.

In July 2006, the State Council approved the establishment of the State Land Inspect System, and authorized the Ministry of Land and Resources to, on behalf of the State Council, supervise and examine land use and management of the governments of provinces, autonomous regions, municipalities directly under the Sate Council, and municipalities separately listed on the State plan.
